A man beats a gavel to return order to the room. He is followed by a woman and a young man who vehemently oppose the plan. A priest speaks promoting the development. The loud hall gives a show of hands and it is determined that the people are in favor of urban renewal. Men stand on tables, people shout and cheer, take photographs.
