A treaty is being signed at the White House. In attendance is the United States Secretary of State Dean Rusk and Russia’s Ambassador to the United States Anatoly Dobrynin. Rusk speaks at the podium, stating that the treaty is a product of many nations who have concerns about nuclear weapons proliferation. Dobrynin speaks, saying that many nations will sign the treaty, which he says shows that people can find mutually acceptable solutions to international problems. A motorcade in what appears to be Yugoslavia. People dance merrily in the streets. Tanks and armored vehicles patrol the streets. Leaflets are strewn on a street. People burn pamphlets or advertisements on a street.
