A man smokes a cigar and leads the camera down a dark apartment hallway. He describes the place, which is very dumpy, in cynical terms. All of the appliances in the kitchen are broken, and the slum lord suggests using the oven for heating. In the bathroom the slumlord tosses his cigar butt in the toilet, but it won’t flush. The slumlord tells the camera to get a washer to fix the toilet. ECU on a black man who takes the apartment, and VO says that over half of non-whites live in substandard housing.
