Crowds of people on a dilapidated street in Detroit, Michigan. An urban street. A stop sign which reads "JOY" rather than STOP. A boarded up building. A dirty street of empty buildings. A squad car on patrol. African American men dressed sharply stand on a corner outside Columbia Lounge in downtown Detroit. A large black man counts money on the street smiling and speaking loudly. Sign for The Oak Hotel. Meeting at the YWCA about run down areas of the city - the crowd is almost entirely white and middle aged. They discuss the dangers of Woodward Avenue.
