At PS 15 in New York, some boys are hanging out and swinging at each other in front of the school. Supposedly a gang, the scene cuts to a man who describes these boys behavior as gang like. There is a panning shots of New York project housing and then a man in sunglasses explains his drug addiction while sitting near a river. He lost his children and his first wife because of drugs. Garbage sits on the streets, and boys in an empty lot throw bottles at each other.
